After 11 years in consulting the Agency has exceeded the bounds of providing just separate consulting services (market analysis, business-planning, corporate analysis etc.) and now it works on the complex tasks and assignments (from forming a business-idea to the implementation of the project) for private business and public utilities development.

Broad contacts in the Russian business environment and in the national system of state and municipal governing as well as diversified and positive international experience creates necessary prerequisites for the Agency to provide an efficient and effective assistance to its clients.

The Agency concentrates its special attention on introducing innovative managerial, technical and financial solutions to the Russian business.

Introduction of International ESCO Concept for Energy Saving and Waste Utilization for Energy Production - PHOENIX
Aim: Implementation of institutional changes in cross-border municipal authorities' activities to attract international financing for solving actual problems of local infrastructure modernization by means of ESCO technology and transfer of municipal energy to energy efficient way of development.
Location: Leningrad oblast, St. Petersburg
Participants: Regional Council of Uusimaa, Regional Council of South Karelia, energy company Vantaa Energy, Lappeenranta University of Technology, Leningrad oblast government, Regional Energy Partnership.
Main tasks:

To raise energy efficiency of operating municipal boiler-houses and power plants through using ESCO financing mechanism

To establish a specialized facility and to supply it with the methodology of effective ESCO mechanism application to implement investment projects on municipal energy improvement

To create an international consortium of companies and financial institutions based on the ESCO concept to solve investment problems of municipal energy in the cross-border areas in Finland and Russia

To prepare a pilot project in a Leningrad oblast municipality of a local boiler-house to biofuel

To prepare a legal base to simulate energy saving development

To assist municipal authorities in the involvement of private sector into infrastructure development

To develop a household and industrial waste utilization process for energy production

To disseminate the project results in other regions of Russia

The non-for-profit partnership ingrates the efforts of the Russian and international actors of the process of energy efficiency and energy saving rise in industries, building sector, transport and public utilities.

The Partnership introduces tested international technical and financial tools and mechanisms in energy saving.

The Partnership acts as an initiator, a participant and a project manager in international projects on municipal infrastructure modernization, energy saving, alternative energy use, energy management system implementation.
